I don't believe Charles said that. He and Diana may have been bitter towards each other for a long time but they were friends at the time of her death. Charles loved his children and she was their mother. Diana and Earl Spencer had also fallen out, he had refused her refuge at Althorp. I'm not sure the Earl would have known Diana's wishes either.
