CASE MANAGEMENT FAILED* What should happen: Individual needs assessment, tailor-made sentence plans, rehabilitation programs for each offender. What happens: Nothing. Overcrowding and staff shortages kill it. *5. PRINCIPLES ON PAPER ONLY* The implementation of unit management principles which are supposed to underpin rehabilitation and reintegration efforts, remained a challenge across centres. bbd5 In short: South Africa has good legislation on paper, but fails to practice and implement this theoretical framework.
