WHAT THEY DON'T DO INSIDE JAIL - UNIT MANAGEMENT IN SA*
Unit Management was adopted in South Africa in 1995. Started at Goodwood Correctional Centre in Western Cape. It was supposed to be the vehicle for rehabilitation.
But on the ground, this is what they DON'T implement:
*1. NO MONITORING*
There is no monitoring of Unit Management taking place inside Correctional Centres from management. No management involvement at all. de74
*2. HUMAN RIGHTS NOT RESPECTED*
The human rights of offenders are not respected during the implementation of Unit Management. de74
*3. MULTIDISCIPLINARY TEAM IS DEAD*
The multidisciplinary approach is dysfunctional owing to lack of professional staff - no psychologists, no social workers, no educators. de74
*4. CASE MANAGEMENT FAILED*
What should happen: Individual needs assessment, tailor-made sentence plans, rehabilitation programs for each offender. What happens: Nothing. Overcrowding and staff shortages kill it.
*5. PRINCIPLES ON PAPER ONLY*
The implementation of unit management principles which are supposed to underpin rehabilitation and reintegration efforts, remained a challenge across centres. bbd5
In short: South Africa has good legislation on paper, but fails to practice and implement this theoretical framework. Laws and inmates rights are sound on paper but are not realised inside cells.
*If Unit Management was really implemented, jail would be about rehabilitation. Right now it's just about warehousing.*
