That randomly happens to me! You have to go into your settings, sounds & haptics, then turn up the ringtone and alerts.

Settings> sound and haptics> turn volume all the way up> click haptics and make sure it says “always play”

I’ve had this issue as long as I’ve had an iphone. There’s an app called erly I use now. Highly recommend if you’re willing to pay a subscription
