I think the diner scene is AFTER his clone or halogram was found dead and John discovered it’s not him and tracked him down and that’s what hal meant by “taking the fall” for what they did which was rebelling against the guardians

Let’s be clear: Hal’s goal was to use taking down the Manhunter as a bargaining chip/reason to prove to the guardians that he should still be Green Lantern. He didn’t give af about those townspeople. Since episode 1 he has been doing nothing but instigating the towns folk and disrupting the peace. He was corrupted by the power of the ring and is terrified of what he would be left with if he can’t be GL. If he cared about saving the town he wouldn’t have trapped John in a totaled car that then caught on fire and nearly burnt him to death. He wanted all the glory.
