In short, senate can have their own interpretation but they can't go overboard. If they depart from the letters of the constitution too much there may be grave abuse of discretion like what CJ Puno said.

i agree there's no need to change the treshhold since if its really an impartial hearing they have enough senators to convict or acquit. they just want to adjust since from the start its not a hearing and everyone of them already cast there vote but we all know if nothing change the results will most likely acquital. hence this discussion was brought up.
