Sovereign nations like the Cherokee Nation were legally forced to base modern citizenship on lineal descent from those exact Dawes Rolls. This means legal enrollment can exist entirely separate from blood quantum, cultural ties, or community participation. Markwayne Mullin is a documented, legally enrolled citizen of the Cherokee Nation. But enrollment alone doesn't equal cultural alignment. When a public figure relies on "cheekbones" and geographic proximity rather than language, ceremony, or sovereignty while overseeing federal immigration enforcement it highlights a stark evolution.
