the very first thing I do with a new trash can or a new one to me when I move someplace turn it over and drill holes in the bottom that way water will not stand in it and that will cut out after bug problem if not more

Wd40 works on several things google it. But never ever spray it without eye protection it can blind you. Get to a doctor and get your eyes washed out as quick as possible if you get WD40 accidentally in eyes my Dad almost didn't make it their in time.
