Graham Sanctioning Russia and Iran Act of 2026 imposes tariffs of up to 100% on the top five buyers of Russian oil and gas, aimed at cutting China, India and others off from Russian energy. At Trump's request, it also extends sanctions on Iranian energy and weapons. It would sanction Vladimir Putin, senior Russian officials, oligarchs, Russian banks and state-owned companies, plus Russia's energy and defense sectors and Moscow's "shadow fleet" of tankers.
