I think they changed the way they do it bc I just got jubilee first try but when I was shuffling the balloons i noticed the skin was on top balloon every time i shuffled so idk.

I reshuffle it 3 times usually on the 4 it goes back to where it was on the first it worked for me and I got it first try

it never worked lol, i figured it out on my own when i did the first lot of balloons and it didnt work. it's purely luck based.
