If, for whatever reason, your bike moves into vehicle traffic the same result could easily occur at any speed. The experts discuss “separation” which means building a separate bike path or erecting a barrier (low cement wall) on the road which would protect bikers but eliminate the shoulder for vehicles. So long as bikes/vehicles are using the same roadway this is always going to be super dangerous.
