It was about 2:50 AM on April 25, 2025. He signaled for the driver to pull over. The car stopped on Coutant Avenue. McCarthy approached the driver, Jessica Kelsch, age 24. He asked if she knew why she was stopped. He smelled alcohol. He saw other signs she might be impaired. Kelsch admitted she had been drinking. Based on his suspicions, McCarthy asked her to get out. This was due to the traffic violations. It was also because of the alcohol smell. She admitted drinking. She failed the tests. At the station, Kelsch heard her rights. She agreed to questions. She also agreed to breath tests. The results showed her BAC was 0.211%. This is almost three times the legal limit. Kelsch received tickets for OVI and failing to stop.
