He warned that any such incidents could potentially be presented by Moscow as accidents, creating uncertainty over how NATO members would respond. Reuters reported that Tusk did not identify the intelligence agencies behind the assessment. The warning came as Russia continues intensive drone and missile attacks against Ukraine, including strikes near Poland’s border. Tusk also said Russia is increasingly using jet-powered drones, which can fly faster and at higher altitudes, creating additional challenges for air defences. According to Tusk, the coming autumn and winter could be particularly difficult, with Russia expected to continue targeting Ukrainian cities, energy infrastructure, railways and logistics. He said Polish intelligence indicated that Russia’s broader objective was to weaken Ukraine’s economy and ability to receive military and other supplies. Poland has responded by strengthening its airspace protection, including increased F-16 and helicopter activity and reinforced air-defence and rapid-response systems. Tusk also announced plans to travel to Kyiv to discuss cooperation on air and missile defence with Ukrainian President Volodymyr Zelensky. The UK was not specifically named by Tusk in the intelligence warning, although Britain is a major supporter of Ukraine and the Daily Mail report highlights the possibility of wider threats against countries backing Kyiv.
