Mei is just as strong and capable as the other kage, but the main issue is that she was the only one who was completely countered by Madara. She’s essentially the “mage” of the group. She’s one of, if not the strongest of the kage when it comes to elemental ninjutsu power. It’s just unfortunate for her that the rinnegan can absorb pretty much everything in her arsenal. All of the other kage were able to play to their strengths except for her. Tsunade could heal and use her monster strength, Ay could use his speed and strength, and Onoki and Gaara could play defense. Put her up against an opponent who doesn’t have the rinnegan and I guarantee she’d be a gigantic threat.

Because she was fodder in the Madara fight and only countered one of three fire style jutsus. Mind the only reason she got teleported to that fight wasnt because she was the Mizukage. But because they said they “need someone to counter the Uchiha’s fire style” might as well bring someone who’s supposedly a water specialist. She couldnt even perform her role properly in the fight. Her Boil Release is useless if she has teammates around and her Lava Release genuinely did nothing in the fight. On top of repeatedly giving up on the fight NUMEROUS times, she’s by far the weakest. We even see this during they own individual performances against the wood clone susanoo
