What I don’t understand is how it’s normal for dogs to free roam in the US. In the UK you have got to have a secure garden fence to own a dog, they can’t free roam at all no matter the breed.

well in my state dog has to be in fenced area or on leash regardless if its ur own property or not if ur have it off ur own property then the leash can be no more then 6 feet long

i had something similar happen. my neighbours grandson would torment my dog whenni was at work when he was a puppy. and he grew up barking at only her fence. she claimed she had a fear of dogs. called my real-estate, the council, made me buy fence extenders and i had to tie him up in his yard if i was out. well he passed away. and yeah she got a dog, who never stops barking 24/7 and basically attacks the fence and rips it up whenever im in the yard. havent complained but the hypocrisy is palpable
