Have you thought about suing them? Hiring a programmer to investigate if HD did actually did delete all your information might help future buyers. HD looks like POS at this point.

If Harley didn't want the bike fixed it should never have been able to be transferred from owner to owner, and if they have the ability to render the bike "unfixable" they should purchase it from whoever owns it now and reimburse them for parts and labor.
