In the beginning if you can’t go to both, always go to the oldest first. So they see they’re still important and haven’t been replaced. And they can “help” you with the new baby too so they feel more involved. Once they’re older go to who needs you first and just make sure it’s not the same one every time. It never fails if I’m cuddling one, the others want to cuddle. I just tell them it’s not their turn yet or we try to all snuggle together.
