For me, any fray, cut or puncture is a deadline and replace. You have no way of knowing, when the rest of it will let go. Better to spend a few dollars on a replacement, than say oh it’s no big deal. Till dot catches, or it breaks and your load shifts on you.

any cut im tossing. i usually roll it up and leave it near a strapping area for anyone else to use. those cuts like anything else questionable get you noticed to get an inspection. they love making up rules and writing a warning for a 1/4" cut just so they can say well its not that bad so im giving you a warning...
