@brandoyelavich: Now I finally know. For days, I’ve been wondering what was hiding on this film. I’ve followed almost every lead I’ve had in this investigation. Some went nowhere. Some raised more questions. And now I’ve reached the point where I need to go back to one of the very first things I found in the dumped rubbish — the receipt. I’ve had it from the beginning, but I didn’t really know what to do with it or how far I could responsibly take it. Now that most of my other options have been exhausted, I think it’s time to address it… Huge thank you to splendid nz for developing the film #P#ProjectGuardianI#IllegalDumpingC#CleanUpNZI#InvestigationLeaveNoTrace
That was an unused film, which that developer guy would have known. The entire film is rewound back into the canister on completion; those few inches would not have been hanging out on a used film.

The tail was still hanging out, ergo, no one had used it. If it had been used and rewound, the tail would have been entirely inside.

I could tell it was an unexposed film as soon as he pulled it out of the canister the take up tab was out, a used film would have it rolled into the the film tube .

It wasn’t used. Used to work in photography development. Could tell by the tail of the film hanging out of the canister that it hadn’t been used. That’s how they come new. When used the tail and all the exposed film it rewound into the canister

Almost always, when you finish shooting a role of 35 mm the film gets would up all the way into the canister. Surprised the shop guy didn’t mention this

If you commence a transfer In your bank account and fill it in with the details of the account on the receipt, some banks confirm the account name if your wrong.

Frilly Pink Records :
If a film has been exposed then when it's wound back into the cannister then generally the tail, which is used to attach to the wind-on sprocket, will be inside the cannister. If the tail is still hanging out that's a sign it's never been used.
