The scriptures is from a ruler to his son. This is not God talking to you. This book is instruction for a kings son to rule and obey, because a whole nation was in his hands. It would be foolish for a ruler to touch alcohol because he needs to stay sharp and sober with all his daily responsibilities. The common people who are oppressed in their daily lives of worry, it's saying it's better that they drink to forget or simply take a load off. Even those who are dying. Why? because there responsibilities are not even a smidge comparison to a ruler. Many misinterpret this as if God is talking to you and you should not have a drink at all. Maybe some shouldn't because of lack of self control, but for those who are strong willed. In moderation is the most logical choice.

Yes alcohol is actually a part of worship and celebration in scripture. There are also those who refrain from wine and both are commands of God. Abuse of alcohol is spoken against.

August 18th. My last hangover. Always been a heavy drinker since I was 19, I allowed my past hurtful experiences control me and crave the blackouts so I wouldn’t remember. I was drinking to die. 1 month sober and counting. I pray god gets into my head before I do.

it's saying it was used to help dying people die easier because it's literally a poison that no one in their right mind or health should partake in. read the whole thing. even the two verses before say that people who made big decisions for others like kings or rulers (heads of families) should not drink because it will cause them to make harmful decisions that effect everyone around them.
