It could be that you have the exhaust timing off and it could cause you issues

lapping the valve fixed the issue, but i think the issue with not running at low speed could be because of the washers you added to the spring. with the added tension, the valve can't open as far as before and isn't getting a big enough air/fuel charge. Just a thought, not sure if it'll help

Why does it go bump,bump,bump short then one long. The spark arm does the same. 3 short movements then one long?
