Yes, Section 55 requires the Home Office to treat a child's best interests as a primary consideration. But "a" primary consideration is not "the" primary consideration — and most of the time, a child's best interests are served by staying with their parent, wherever that parent ends up. Having a child in the UK only becomes a genuine block to a parent's refusal when the child has their OWN independent basis to remain — 7 years' qualifying residence, British citizenship, or their own standalone Article 8 claim.
