I would also have a lawyer go over the rest of her mother’s will and make sure no other assets were set aside for her such as life insurance or other property. Her father does not sound like a good trustee and may have allowed the step mother to have access to any potential assets

not being funny but if she likes the dress so much, why alter it. if you knew you didn't like the style but you liked the lace and fabric and whatever look for a similar one or buy a custom made one. the money spent on alters could have been spent on a new dress
