Issued assets on top of it, stablecoins and tokenized deposits, retain all the control mechanisms banks want. They can freeze, claw back, and manipulate issued assets. XRP itself cannot be frozen, clawed back, or controlled by any single entity. That is the distinction. Holding XRP puts you on the same playing field as institutions where no central counterparty has control over the asset.
