We used to have halogen bulbs before. it would get really hot. After switching to LED, we don't have that problem anymore. The water is not necessary anymore.

those showcases are enclosed from all sides. when inside the shop is cool and outside is hot, steam and humidity builds inside the enclosed space. water helps regulate the humidity inside the glass cabinet.
