@ugandahistoryarchives: Dr Obote returns from exile In 1980, Uganda experienced a severe convergence of humanitarian tragedy and political unrest as a catastrophic famine struck the Karamoja region alongside preparations for national elections. Following the overthrow of Idi Amin in 1979, the collapse of state authority allowed local groups to loot the Moroto military barracks, flooding the northeast with automatic weapons and dramatically escalating violent cattle raiding. A severe drought combined with this pervasive insecurity to disrupt pastoral livelihoods and supply routes, causing a famine that claimed tens of thousands of lives and wiped out large portions of the population in Karamoja. Concurrently, political elites in Kampala were consumed by the December 1980 general elections, the first national vote since 1962. The governing Military Commission led by Paulo Muwanga prioritized electoral maneuvering and political control over emergency relief, which significantly delayed international humanitarian aid to the suffering northern region. The December polls returned Milton Obote and the Uganda People's Congress to power, but widespread allegations of electoral fraud and state intimidation deepened national division, ultimately triggering the Ugandan Bush War shortly after the vote. #UgandaHistory
