To be honest this is exactly what happens in Goverment sector and also Private security company etc Aetos , Certis . They promote who they like and who they see . You carry their balls and polish their boots you get promoted not because of your hardwork .

listen to me, if you are the most experienced and knowledgeable in your organization, you won't be the first choice for promotion, you will be the last one. the reason is because you are a big threat for your high ranking officers or directors. they don't like outstanding candidate who might threatens their post, so they will eliminate you from the start, example no promotion and let you rot in the corner. they will promote the least threatening or low risk candidate especially the idiot one.
