I don't know I don't think Pio is innocent in the sense where he always had an inkling his mom had something to do with the kidnapping. I just think he was too scared to follow through with that thought cuz it was his mom. And why he probably decided to now is cuz he knows jeong yo isn't dead so he can ask for forgiveness. if it was this quick for him to find out who kidnapped jeong yo I'm sure he would have known years ago if he wanted to find out who did it. Makes complete sense why he chose to ignore it but he has his part to not be completely innocent.
