Spoon off excess fat. Stir in garlic, Italian seasoning, red pepper flakes, and black pepper. Add broth, milk, and penne. Simmer gently, partly covered, for 12–16 minutes, stirring often. Add water if the pot gets dry. When the pasta is tender, stir in cream, cream cheese, and spinach until smooth and wilted. Remove from heat and fold in mozzarella, provolone, and Parmesan.
