Effie is so incredibly important to the story. She shows that the capital isn’t evil from their own perspective. She was born into the system and never knew differently. Snow was born before the system and knew what the districts were like. She had no reason to find anything wrong with the capital until the revolution. She learned the truth and changed, showing that the average capital citizen would change if given enough information. I LOVE YOU EFFIE TRINKET
