EBT HAS NEVER BEEN EXCHANGED IN A RESTAURANT, ONLY IN SUPERMARKETS. THEY HAD ALL THIS INFORMATION WHEN THESE PEOPLE RECEIVED THE CARD FROM THE GOVERNMENT OFFICES, THEY NEED TO READ THE INSTRUCTIONS.
