You are very right Dr Somadoda Fikeni characterised the Treasury at the centre of the collapse but in my opinion there are certain forces that are contributing to this problem eg look at the number of money our state has borrowed over the last two years it’s very much alarming. South Africa must be kept as a developmental state because the success of South America will be a win for Africa and that must never happen according to the ‘powers that be’

I agree with your assessment of the professor’s testimony. It seems to me that National Treasury is placing too much emphasis on achieving a surplus while the economy remains stagnant. Celebrating a surplus when economic growth is weak raises serious questions about whether our fiscal approach is adequately supporting development, investment, and job creation. A surplus is not necessarily a success if the broader economy and ordinary citizens are not benefiting from it.

While I was still toying with the idea of doing a PhD, my then prospective, now supervisor told me to read one of the docs you were involved in writing….PARI’s The Contract State: Outsourcing & Decentralisation in Contemporary South Africa. That document genuinely opened my eyes. It made me realise just how much the State has been deliberately designed to outsource, hollow out and ultimately lose its own capacity to do even the most basic things…..it’s now one of the anchors of my PhD

The point about stifled imagination and ideas when the point of departure is money reminds me of that period when we were rightfully calling for fees to fall. The debate was often reduced to money, with some sections of society asking where the money to fund free, decolonial education would come from. Fortunately, models were developed to demonstrate where the money could be sourced. I agree that when trying to address issues within a developmental state, constantly asking “where will the money come from?” can lead to a serious lack of imagination. It can limit our ability to think creatively about what is possible and how resources can be mobilised to achieve it.
