it's not counterfeit, generally, they use nitrogen gas to preserve the cylinders & check is there's any leakage before filling them but sometimes,they forget to drain the nitrogen gas before they fill it with LPG. remember LPG is denser than nitrogen, so nitrogen with settle over it
