a lot of people simply won't bother reporting a crime because they know the police can't do anything about it. And sometimes when you do call the police, they simply don't bother showing up. So when the police don't bother to show up to investigate the crime, it will appear as if the crime never happened. The less the police show up, the more it appears like the crime rate dropped down

Ontario has the fifth lowest homicide rate in all of Canada out of the 13 provinces/territories, and the LOWEST violent crime rate in all of Canada per capita, which is insane when you think about how many people actually live in Ontario.
