He was suspecting you of stealing some cables as you heard. Not a traffic violation. In Poland enybody who is driving a vehicle is sucpected of being under influence of alcohol. Even though the number of drunk drivers is smaller than ever.

Driving around a construction zone in the middle of the night is not illegal. It is suspicious but the officer still needs to wait for a traffic infraction to continue his/her investigation.
