President Yoweri Kaguta Museveni has authorized the implementation of a copyright management system designed to enhance intellectual property rights and offer improved protection for creative individuals in the nation.  For example, if a bar, radio, or television station pays Shs. 1 million as a licensing fee to broadcast local music, each artist will receive a portion of that amount based on the frequency of their song's airplay. Should a song be played 60 times, the artist would earn 60% (Shs. 600,000) of the Shs. 1 million, while the remaining Shs. 400,000 would be distributed among other artists according to the number of times their songs were played. Dr. Isabirye, the principal development economist at State House, elaborated, “Many musicians, after their careers decline or if they face health issues, often find it challenging to raise funds as they can no longer perform. This system ensures that these artists continue to earn income indefinitely, as their older songs remain in circulation. They can enjoy financial benefits from their work even in retirement, allowing future generations to benefit as well.” The meeting took place on Friday, February 28, 2025, in Rwakitura and included the Deputy Speaker of Parliament, Rt. Hon. Thomas Tayebwa, the Minister of State for Gender and Culture, Hon.
