Yes, for Zakat in general. The destitutes & zakatable assets not meeting the requirements & conditions enforcing zakat payment. However, this does not include Zakat Fitrah (to be paid during Ramadan fasting month until before Eidul Fitri Solat. Every Muslim must pay Zakat Fitrah compulsorily on him/herself, no matter what.
