Firstly,it wasn’t Persia,it was Iran or at that time Iranshahr Secondly,the entire landmass wasn’t part of Iranshahr,areas like Egypt were part of the Achaemenid Empire as an equal separate region to Iranshahr which the Persian kings of the Achaemenid Empire controlled as part of their domain Thirdly,Armenia,Georgia and Dagestan were part of the landmass controlled by the Iranian dynasties,but they weren’t part of the traditional borders of Iranshahr
