A lack of desire to see their team do well in an area they can't claim credit for. I recently did a piece of work for another team, and they emailed my manager to say it was really good and I was a credit to the team. My manager forwarded it to me and copied in the dept head saying "Lovely piece of feedback!". Dept head pulled my manager aside and said she feels 'undermined' by me receiving praise, and that there is no need for me to be getting praised just for doing my job, so in future do not pass on positive feedback from other teams to your employees". I was flabbergasted someone could be so negative about someone working under them receiving praise, so I just resigned.
