Wudhu should be made with the least waste as possible. Most of the time people end up wasting water waiting for it to get warm or hot so using cold water makes sense from the perspective as well as the perspective that cold water can wake you up and keep you fresh. So hopefully no one is gonna argue the temp and just use whatever comes out the tap without unnecessary waste.
