Trying to build checkout code is frustrating, because people are weird. People genuinely shop like they’re trying to break your cart. For some people, it’s normal to add and remove the same item hundreds of times, across several tabs, try to start payment in a couple at the same time, then close the tab before the payment has properly gone through

Why would the time zone switch matter? All business logic is handled on the server not the user’s device. Unless the server is also changing time Zones.
