They say he’s nerfed because his perceived strength is relative to the opponents he’s being compared to. In Season 1 there was essentially no one on earth who could match Nolan’s power so naturally, he appeared overwhelmingly stronger. Later on, when he starts fighting beings who are actually comparable to him in strength he can look weaker by comparison. That doesn’t necessarily mean Nolan himself got weaker it’s the relative scale of power around him that changed. If you only judge his strength based on how dominant he looks against his opponents, then of course he’ll seem weaker once he’s fighting people on or near his level
