Wirewound resistors are very rare. Those in your pcb are carbon film anyway. Just look up the value in the Schematics, and find out why it burnt out in the 1st place, otherwise the replacement will burn out too.

or use a potentiometer to measure the resistance value

No it's not 100% , because remember the wire winded inside the resistor after getting burnt the resistance drops, which means it can not give you the correct value
