fellow serviceman from across the pond here. can you explain the stars? and the difference between the ribbon and medal coz here the ribbon is just a less formal version of the medal so worn on events that don't Warrant a full medal rack.

I am confused about the weapon’s qual ribbons. They are Sharp shooter which requires yearly requal, yet according to @Chaplain Linzey chaplains are not allowed to weapons qual. If he was prior enlisted and qualified expert, than he would be allowed to wear the ribbons for duration of service.
