The contract should also include things like private and shared space. I would restrict shared space dramatically. Include responsibilities for cleaning in shared space, what time they’re allowed to be in that space, noise levels, visitor capacity.Etc. and what penalties she would incur if she broke those rules. I would enforce language rules that is bigoted in anyway. There would be no three strikes out it’s one strike you’re out. I would only allow her in the kitchen during meal times her bedroom and her bathroom. The refrigerator would have a lock on it. And so with the drawers with all the food. She’d have to find a job to feed herself it’s not like she’d let herself starve.

If you’re gonna let her stay put her on a month-to-month lease. That way you have more leeway if you’re trying to get her out. Contracts are King. Make sure your lease agreement is very clear and lists as many things on there that will help make sure you’re not taking advantage of by your sister. The contract can also include a deadline.

You are not trashing your sister‘s future, she is. I think his sister should go move in with his parents and she needs to get a job so she can pay her own way even if it’s at McDonald’s!
