She is a serial kllr who, alongside Bill Collins, mrdrd approximately one hundred people in Louisiana. Mona reveals her backstory in a police interview in "THE PAINTER". She's inbred, her parents being siblings, and she was put in St. Helena's Orphanage as a kid, where she met Bill Collins. The two of them were delinquents who often partook in animal cruelty and bestiality. Mona claims that her actions are due to "the machine", which broadcasts signals through "statues" that manifest some sort of supernatural entity inside of her called "The Red Man". She claims that the machine was built by "them" (likely the government), and that the entire police department was in on it, which is how she got away with her mrdrs for so long. When she was finally apprehended, she tried but failed at smuggling a grenade into the court room with her vgna, seemingly intending to suicde-bomb in one final morbid joke.
