Another 7% is sabkha, a flat salty ground that floods now and then and then dries up into a hard crust of salt. So the plan itself concludes that 93% of Abu Dhabi’s land is difficult to live on. Back in 2010, when the masterplan was made, the plan already marked Hudayriyat Island for future development. So Hudayriyat isn’t some brand-new idea. It has been sitting on paper for over a decade. Back then, they even spelled it Hudariyat instead of Hudayriyat. So if 93% of Abu Dhabi is naturally inhabited, doesn’t that mean Abu Dhabi can’t just build wherever it wants in the future?
