It's amazing that during my years of military service squad leaders conducted monthly performance evaluations on their soldiers, Platoon sgts did the same on the squad leaders, and every year every NCO E-5 and above received a NCOER that spoke concerning their overall performance for the year! So I don't understand why the same is not used by the police departments! It would help keep them in line within the boundaries of the law!
