Every year, 3,000-4,000 Korean men give up their citizenship to avoid military service. Just one of them has been banned from entering Korea, for 24 years. In 2025 a court in Seoul said that this was discriminatory. The man in question is Yoo Seung-jun, or Steve Yoo. He is a K-pop singer who sold around 800,000 albums in Korea in 1998. In 2001 he did his army physical, in front of TV cameras, saying all men serve when the time comes. In January 2002, roughly three months before he was due to join the army, the draft board let him go to Japan for a concert, on the promise that he would return. 10 days later he became an American citizen, which automatically canceled his Korean one and with it his duty to serve. Two weeks later he flew to Incheon airport as an American and immigration officials told him he could not enter. He waited around for six hours and then flew home. He has sued three times since. He won twice in the Supreme Court and this month (on October 2nd) won the third case on appeal. But the Korean consulate in Los Angeles still refuses to grant him a visa and he still cannot enter the country. The clearest explanation for why comes from the head of Korea's conscription agency. In 2020 he told the National Assembly he would not call Yoo by his Korean name.

"I think of him as Steve Yoo. Steve Yoo is not Korean, he's American." He explained what makes Yoo different from the rest. "95% of them live abroad and never took the physical," he said. "Steve Yoo is the only person who earned money in Korea, took the physical here, received his call-up notice, and then got US citizenship." None of these things is illegal, and Yoo has not been charged with any crime. What separates him from the thousands is that he said, on camera, that he would go. In May the Justice Ministry introduced a new regulation to ban entry for draft dodgers whose cases have caused public controversy. It gave just one name as an example: Steve Yoo. 24 years on, and many court defeats later, the government is writing a new rule for just one man.
