The Dajjal is an Independent Agent who has free will,and not an Agent of God Like Angels(The Dajjal is a human like us). So this doesn’t really make sense. But yes,to an extent he will be used as a Tool by God in Order to test humanity,the same way he may use the Sin of one person to test the integrity of another
