we had number tags and each person was issued a number and when you took a tool from the board you put a number tag in its place, if something was missing at the end of the shift you could check who's number it was and trace who had the tools.

In surgery a similar technique is used they count the swabs that was issuea and how many have returned one missing means you have left one inside patient

Where are your Tags. Each person should have a set of numbered or lettered tags so you know who was using the tool.

Many years ago I was doing oil system work on a gas turbine, dropped a wrench like this and it went far into the machine. Fishing it out took an hour, and I found not only my wrench but another one as well. 😄
